Public Roof - Government buildings are build with public money (taxes). They should offer something to all Cook Islanders within office hours.
The green heat insulation layer prevents the conrete roof from heating up. Orange beams for having no columns in the CI Conference Room.
2 roofexits, security railing under 10°, 6 antennas or flagpoles, 4 parkbenches, 2 waste bins, 2 small trees, heat insulation layer 0,5 m topsoil.

CI Conference Room, Corridor, 2 Staircaises, VMS Serverroom, Inshore Sales, Offshore Sales, Legal Advice, Secretary, Minister.
The conference room can be darkend by vertical blinds to show / view beamer presentationes. - Tables and chairs are not final.
2 toilets, 1 shower, 2 washbowls, table to care for babys in the womens toilet. Balcony. Installshaft for technical system provided.

Future Laboratory will be equiped with a tiled floor and tiled walls to allow the examination of fish, water, perls and other maritime materials.

You are actually looking at the 6 th drafts for the Ministry of Marine Resources building proposal at Avatiu Harbour on Rarotonga.

1 st draft measuring up the sites, drawing up existing buildings, creating a first building proposal with 3 cylinders and 3 stories
2 nd draft
shrinking the building proposal down to 2 cylinders but keeping 3 stories, creating floorplans, extending harbour wall
3 rd draft
going inside, developing delivery zone and diversteps, writing down the gained knowledge into some Factsheet pdf´s
4 th draft
developing a magic sunlooversystem after splitting up with partner architect, several refinements on building structure
5 th draft
moving MMR onto both sites, creating an environment that copes with the difference between street and harbourlevel
6 th draft
extending the inner space 10% the building provides by enlarging main column circles, redrawing all floorplanlayouts

Pedestrian perspectives to be sure, exterior light concept for the environment and a busstop to complete concept plan

This development is based on an initiative by Tupou Faireka - the honorable minister for justice and marine resources wanted a concept plan.
Secretary Ian Bertram provided a list with all these different departments and how many people work in there. - The architects followed this list.
Romani wanted it "round" like a "seacreature" from the first moment on. - Why not, the world is full of rectangular shoeboxes. - Lets get organic.
Archi began to develop (first development step) while Romani burried his brother. From then on the clients and the architects worked together.

We did a good job together, focussing on basic requirements, no need for golden taps, we designed the beehive to be usefull and nice to work in.
By pressing Archi (the only one who did drawings and wrote) into a stupid sunloover idea, Romani did a mistake that turned out to be very bad.
From the better sunloovers on Archi had to develop the building further on with little corrections by the clients. Ian wanted the MMR on both sites.
After having 5 cylones that pounded Avatiu Harbour Ian wanted the building more cyclone resistant. Archi put it 1 meter higher on streetlevel then.

Today we are not far from having a complete concept plan. It is your decision if you want to build or not. Archi never gave up a building he began.
Ian admit that the building should be wheelchairaccessable. Done. - There is a tender in the newspapers to take the steel structure away. Fine
By enlarging the circles the colums are on we won 10 % inner roomspace to give the O.M.I.A. an office to care for all the 14 Outer Cook Islands.
Look at your site at Avatiu Harbour. That beautyfull spot looks like a nightmare. - Verify your alternatives - the best building proposal should win.

Full concrete with armour steel might not be the real polynesian style, but if you want to build and survive at the rising waterfront it is a solution.
Looking at the budget situation in June 2005 the MMR achieved a small budged increase up to 1.158.871 NZD - but no budged for a new office.
The project has been published by the newspapers Cook Islands News + Cook Island Herald. And on the net by architect Grad. Eng. V. Goebel.
